The First TAIEX Instrument Implemented by AIPA
The Agency for Interventions and Payment for Agriculture (AIPA) is hosting this week an expert mission from the Romanian Agency of Payments and Intervention for Agriculture (APIA) represented by Raluca DAMINESCU – Director of the Methodology, Monitoring, Reporting and International Relations Directorate. The event is organised under TAIEX (technical assistance and information exchange instrument), with the topic “Assessment of AIPA’s Institutional Capacity”.
According to the agenda of the event, the discussions will also focus on the Agency’s competences and main activities, the legal framework, the internal environment, activities control, as well as communication and monitoring.
The expert mission will approach and assess specific issued related to the AIPA’s internal environment, namely:
• The organisation structure, all issues related to authorization and control of payments, execution and accounting for payments;
• The human resources standards, regulations concerning the organization and functioning of Agency‘s directorates and services, job descriptions.
Thus, following the mission, a report on the compliance of the internal environment and the particularities of control, monitoring, information and communication activities with the CE Regulation on accreditation of payment agencies will be drafted.
During this event, the parties renewed the Interinstitutional Cooperation Protocol between Agency for Interventions and Payment for Agriculture (AIPA), Moldova, the Agency of Interventions and Payment for Agriculture (AIPA) and Agency of Payments for Rural Development and Fisheries, Romania.
TAIEX (Technical Assistance and Information Exchange) is a Technical Assistance and Information Exchange Instrument of the European commission’s Directorate-General for Enlargement. The purpose of this instrument is to assist the beneficiary countries in harmonization the national law with the community acquis and the EU’s internal policies and practices. TAIEX is intended for countries undergoing the accession process, as well as for the member states during their first years after the accession.
