Another Step Towards Our European Partners

Bilateral Interinstitutional Cooperation Protocol signed between the Agency for Intervention and Payments for Agriculture (AIPA) form the Republic of Moldova and the Agricultural and Rural Development Agency of the Hungarian Republic.
On Friday, 23 March 2012, the Agency for Intervention and Payments for Agriculture (AIPA) from Moldova and the Agricultural and Rural Development Agency (MVH) of the Hungarian Republic, represented by AIPA Director Petru Maleru and the MVH director, Mr Peter Palkovics, signed the Bipartite Interinstitutional Cooperation Protocol

In order to ensure a timely and effective collaboration, as well as the mutual assistance between the two institutions in subsidizing the agricultural sector and the institutional organisation, the cooperation protocol establishes the following cooperation directions:
• Supporting AIPA’s institutional approximation to the European structures in the context of Republic of Moldova’s aspirations for joining the European Union, to facilitate the absorption of European funds intended for agriculture and participation within the EU projects;
• The parties to this protocol will develop and deepen their collaboration in staff training and sharing of experience related to directing of subsidies to target beneficiaries, as well as forms, mechanisms and procedures of intervention on the agricultural market;
• Attracting investments in the agricultural sector of the national economy and establishing long term investment partnerships between agency and beneficiaries;
• Methods and techniques for developing the information system with a view to ensure the efficient management of the subsidization fund by AIPA;
• Management of Farmers’ Register;
• Improving and streamlining on-the-site management, inspection and control system in order to ensure the efficient management of subsidization funds;

The signing of the cooperation protocol reconfirms Moldova’s European aspirations. This statement was reiterated by the Extraordinary and Plenipotentiary Ambassador of Hungary to Moldova, Mr Győrg Varga, who was also present at the meeting and who assured that the European Union and especially the Agricultural and Rural Development Agency (MVH) were reliable partners in this respect. A relevant example is Hungary’s donation of machinery two years ago in favour of the Ministry of Agriculture and Food Industry and the training held in Budapest for experts in the phytotechnics and animal breeding.
According to the MVH president, the parties are aware that their further cooperation will need time and considerable commitments from both parties.
